From what I can tell, this is a Lionel City of Portland Engine that has had the drive switched out from the original. The cars are Mar cars. It seems as though these have been painted and decaled (as has the engine) to match the original paint scheme.

The engine works, I tested it on a track. The drive needs an oiling or serviced.
